I spent my life as a process engineer - most processes that aren't specifically optimized with objective measures are less than 30-50% efficient. We can pay for it all if we simply remove waste. However, there will be a lot of people who are conducting low-level or incidental scams if viewed objectively who would be unable to defend their actions. People who whistleblow would be guaranteed to not lose everything - a cap of 3 x the median asset level of their professional peers would be the cap on any excluded booty. It would be zero if they didn't cooperate. The real thieves are likely to go "Silkwood" on anyone who tried to pull their plug. So - this job has to be high security - much like working with NSA - and compartmentalized. It would be a joint venture between the agency, the FBI and the treasury. Would pay for itself in weeks. Why do politicians and ex-military leaders leave office wealthy? That is the place to start - ask the question and follow the money.
