Better isn't the right word. I think the programs are rooted in Judeo-Christian teachings about caring for others. It's more like Teddy Roosevelt woke up one morning, and said, "There's no reason why the government can't be used to perform the biblical tasks of feeding the hungry, and all that good stuff."
