It doesn't matter. I don't think it would be criminal. But it is corrupt.

And Trump would be well within his rights, even obligated, to withhold the payment to Ukraine on suspicion of corruption. Particularly if it appeared the prosecutor was not investigating because of the US VP's son being on the BoD. Doesn't whether there was in fact corruption. Only that there was an appearance, and I cannot conceive of anyone thinking otherwise.

While the investigation is obviously a political ploy, had it had any justification at all, this would have slammed the door shut instantly.
