If foreign investors wired $10m last month to NY with the intention of it being relayed to RMCW in Colorado, and if the money is just sitting there, then someone is losing some big time interest income.

Why the delay and why through NY? Does the cash have to go through customs? Hard to believe there was not a commercial bank in Colorado who couldn't handle the $10m transfer directly.
