The 'infrastructure' in Germany which has not been 'upgraded' is almost exclusively infrastructure Germans don't believe needs being 'upgrade'.

If they felt these 'upgrades' were important, they could have easily paid to have them done already.

Although autobahns would have to be expanded to go back to the days of driving everywhere without a speed limit, Germany has deliberately decided to emphasize train transport and not add capacity to the autobahn. The Geschwindigkeit frei autobahn was fun while it lasted, but it was not a sensible long-term policy.
