I'd caution against reacting to a rumor like that BUT it would be unusual for a company to undertake a shareholder election one day and publish a press release on the next business day that failed to mention the results of that election...but that's exactly what happened here.

They have an obligation to file the results in an 8K*** by Thursday.
It is possible that your information is correct.

If so, and they had provided the results in the release, they would have had to file the 8k IMMEDIATELY under 17 CFR 243.100. Maybe they aren't in a big hurry to do that if your source is correct.

If the share increase proposal had passed it would have made sense to say so in the PR given that the Company would have perceived that to be POSITIVE news.

As I said, so far it's a rumor. But it's a rumor that isn't inconsistent with today's press release.
That said, it would surprise me....just as the results of the last election of Directors surprised me.
