I dunno. I'm disappointed. Maybe Justin Amash will try to add an amendment. Right now, both articles just say something to the effect that this is part of a larger pattern of behavior.

My guess would be that they wanted stuff that is clear and unambiguous. Based on the way the House Republicans have reacted, they just gave up trying to claim Trump didn't do what he clearly did and started arguing process and just about anything else. The obstruction of justice events that Mueller outlined would be more complex. Things like his continual emoluments clause violations need to have certain things hashed out in court before they go much further. Many of his other actions fall under this heading also.
