The physical plant and property probably represent about 50% to 70% of the cost. It must be essentially completed in toto - to make it useful.

The remaining equipment may be bought in stages but that has some problems. You need a critical mass of equipment - at least one of every type.

Having only one piece of equipment means that when that piece breaks down or needs a PM (Preventative Manitenance) the whole line stops - no spare equipment is available.

A secondary problem is the installation of new equipment (bought in stages) into a functioning clean room - it disrupts and contaminates the clean room. This is often necessary but never a pleasant experience.
