You are a total loser Jaime. You have zero understanding of the processes of our government as laid out by the Constitution. But what the hell does a commie know about anything anyway?

The House in cases of impeachment is like the grand jury and its authority is to indict. Not to determine guilt.

The Senate is like the courtroom with a trial and the determination of guilt, or innocence of the charges of the House. So, the Senate does decide if a law was actually broken.

Any disputes over technicalities along the way would be determined by the Supreme Court, which acts as a moderating Judge.
