Hey I agree that Bill's personal habits are more like a tom cats but how do you infer that his personal life is affecting his public life and his ability to manage the government? The foreign papers are reporting this story with unrestrained bewilderment -- " such a trivial matter would be given little importance here". Can't you understand that this whole thing is politically motivated?
