Paul,

Costco will always make the P/S ratio cutoff of this method. Most retailers with their low margins (Costco averages about 1,5 pennies per dollar of sales), will have the low P/S. Costco is currently about .41, with 1995 being its recent low of .18.

But it's good to make a buy list and the other criteria of the list shows that Costco is better than the average retailer, otherwise they would be on the list as well!!
