A lot of churches and civic groups are now doing safe night-time parking for the homeless who have cars. I think that's a good start- giving people bathrooms and safety. Step one. Step two will be a little more difficult.

They used to be hospitalized but then it was found that they were abused, so they were set "free" to go wherever they could go. Of course, they weren't given actual help--that would have cost the state or municipality money which of course was forbidden because everyone should take care of themselves in this country.
