You need the context of the geography to make sense of the real estate prices. There are two areas of East Cleveland, "the flats" which is in deep poverty, with 99% minority residents, and "Up the Hill", which is the Forest Hill Historic District that was developed by John D. Rockefeller, Jr. That is a middle class integrated community.

I am buying one of the French Norman houses that Rockefeller built in 1930 in the historic district.
