I think the title is wrong since this was originally pushed by Bush the Elder. In retrospect, Perot presaged the rise of DJT and the maturation / ascension of "the swamp" / deep state. Big money fed the pockets of politicians to do their bidding and the greatest percentage of Americans (of all persuasions) suffered.
