Why do they keep amending the registration statement when they can't sell the shares that it registers?

The waiver agreement is no longer in effect so the shares can't be sold until either 1)a new waiver agreement is signed by TheraCour or 2)a new vote approves an increase in the share authorization.

Why isn't the Company telling you that?
