You are correct! Especially when you consider that a large part of what they cost is in their penchant to breed like rabbits - since everything is paid for them from conception to grave. So their numbers grow exponentially! The takeover of California was not entirely because of border-jumpers, it was largely because they could produce a half-dozen kids and not pay a dime in medical, housing, food, etc. All one has to do is go into public stores and see who has litters of kids with them, and notice who has only one or two.
