I fail to see why anyone would resign because the aid to the country they were working in was delayed. You worked for the government. Would you have done that? Oh, my! I don't see why anyone would necessarily feel compelled to resign over a policy issue, either. Interesting that you would frame the resignations that way. The notion entirely misses the point. The government is not the only arena that can tax one's integrity. When you are directed or pressured into wrongdoing, sometimes the only way to avoid it is to resign. Do you not remember the Saturday Night Massacre? Classic. What would you do when directed to commit some violation? Go along to get along? Or maybe just abandon whatever scruples you might have had, assuming you had any?
