You do realize, that when impeachment was put in the constitution, not only were there no Federal laws, but the idea of a Federal law hadn't even been arrived at?

25 CFR § 11.448 - Abuse of office, defines it as a misdemeanor, but I don’t know whether that would be the requisite high misdemeanor.

Of course it is. And has been used in the past for impeachment. Are you claiming that was wrong?
