A good friend of mine was a software engineer for the State of Texas. I was a software engineer in the private sector. Working in Austin, then later in Silicon Valley, I tried to recruit him for the companies I was working for. His salary would have doubled or more. He wanted to keep working for the state for the benefits, and the stability.

My best friend works for state government and before that worked for RTC. I don’t think that makes him a political hack. And in fact I think he is politically astute although we don’t agree about every issue.

He was looking for very long term work with good pay and benefits. He is now about 70 and plans to keep working afaik (although he has no need to do so), and I’m certain continues to exceed all expectations of the agency where he works. He despises bureaucracy as much as you or me and I’m sure does all he can to change it for the better.

I don’t think you can paint these employees with that broad of a brush.

Bureaucracy, imo, isn’t the fault of the rank-and-file.

I don’t claim to have a deep understanding of bureaucracy, it’s causes or solutions. I did see an insanely effective improvement of it one time, after Roscoe Egger became Tax Commissioner.

I believe it is a symptom of the budgetary process more than it is of the people.
