How would you reverse that once the Russians had settled in? You'd have to stage a military invasion to take it back. As a practical matter, taking Alaska would be no different from invading France or Brazil or any country to which we had no prior claim.

Um, the scenario as described is not under the rule of law. The US bought Alaska from Russia. There is no legal provision for a president to void that sale. Now Congress could change it, the president could not.

Now a king might have that power. But the US does not have one. Despite what some segments of his human centipede might think.
