Or perhaps he thought it more appropriate, in respect of the nuance of the situation, to just mention it.

But you can’t just discount the Biden roles here. It happened. He sold access. That is, perhaps, the only indisputable point in the entire thing. Biden was collecting pay for play. Or whatever you’d like to call it.

To convert this to Trump's wrongdoing is a huge stretch.
