I don't have a lot of time today. As for definition, I would call the non-violent offender thing an initiative. There are always lots of initiatives. Sometimes they are part of some overall strategy, sometimes stand alone or random. This one seems to have been opportunistic. I don't know much about it. I would hope it would be part of something broader that includes what to do with the people who end up not in jail, not just leave them adrift.

His strategy was to raise tariffs in an effort to cause China to agree to negotiating a new trade agreement.


I would call the tariff thing a tactic. My inference of Trump's strategy is:

-go it alone, eschewing partners
-prevail over competitor China
-in terms of trade balance
-mano a mano, by force of his will and personality
-and damn the torpedos.

The terms tactic and strategy are often confused: tactics are the actual means used to gain an objective, while strategy is the overall campaign plan, which may involve complex operational patterns, activity, and decision-making that govern tactical execution. --Wiki
