Premiums on Malaysian stocks?

Stitch,

Is it correct that for all stocks in Malaysia, foreigners
can only own a certain percentage? If so, do you know
whether these stocks (in general) currently sell at a premium
to the quoted values on the Malaysian market (obtainable by
Malaysian residents)?

I'm thinking about investing in the Malaysian WEB. I'm
wondering if its NAV would take a big hit if the Malaysian
market became more open to foreign investors.
