Surely there's something to protect business owners from repeat offenders.

The reason I mentioned people for whom less than $900 is a small fortune was that I was thinking not of the business owners but of the individual poor people who are typically the victims of petty theft. When someone takes your just-cashed paycheck, that's a catastrophe. Indifference to the seriousness of their loss is wrong in so many ways.
