For Pharma, Specialty, and Fine Chemical,,, such exchange is a fast endeavor, maybe only weeks to months for some. For regulatory, of same, Months to Years. Note: Pharma can easily absorb another 10X rise in Pd. cost and still laugh all the way to the bank. Pd, is mainly used in catalytic processes, as such, cost of recycle is not always consideration, nor profitable,,, but may soon be.

For industrial, processes, electronics etc. Widgets and Widgetry on a grand scale,,, takes time,,, while data for Pt, Pd exchange maybe available,, even if,,, such testing on 30000 gallons buckets,,, 50 million cars, etc is a much much longer cycle time,,, as much much testing is required.
I believe any estimate of 17% exchange at even intermediate term is probably very wishful, as,,, 2 main things, Pd and Pt, are generally used as catalysts. Catalysts, generally wind up in environment as main loss, other loss (what is left in on catalytic substrate (Carbon, metal etc), is easy to recycle.
