By January 27, more than 2,800 people were confirmed to have been infected, 81 had died, and estimates of the total number of cases ranged from 100,000 to 350,000 in Wuhan alone.
By January 29, the number of deaths had risen to 133 and cases were in excess of 7,000.
133/7000. is 2%. Not good.

But 133/100,000 is 0.13%.

How many died in Wuhan?

Not enough enough information.
