So am I. The more I read the more confused I get. This combines Biology and Statistics, two of my worst subjects.

He's confirming the HIV sequences are there, but concluding that the short HIV sequence inserts could have many other sources other tha engineered splicing, completely by chance. Not enough evidence to "conclude HIV", more likely natural viral evolution.
That's how I read it.
