Giving the Chinese the benefit of the doubt, the one-way-passage construction would be a way of containing the virus by not granting patients (and possibly medical staff) freedom to leave on their own until it's proven they're no longer infected/contagious.

The advantage for the government is if there are crematoriums on premises, then it also lets them prevent autopsies by outsiders from being performed on those who died of the virus.

Taking away the benefit of the doubt completely, that leaves one to their own judgment as to what they're up to.

I hope option one is the correct one.
