This, IMO, KEEPS the cloud of uncertainty over unbundling issues until probably 1999, and will give further reason for RBOCs to delay plant upgrades (likely part of Merrill's TLAB/ADCT downgrade today).

PS. Westell is speaking at the NBMO conf at 8:40am (PST) on Wed. I'd expect further hype, and no $$ contract announcements.

Also, given the purchase of DEC, lends (IMO) further doubt that we'd see a (previously speculated) CPQ bid for AWRE.
