The Communist leaders see themselves as the "vanguard." THEY are not subject to the rules they have for the rest of us. That encapsulated the whole fallacy of communism. They rail against "capitalists" and the power they exert over us, but their system requires near absolute control. Human nature being what it is, fairness is never a priority.
