Yes, but telco ISP's are closing the gap rather quickly, cable ISPs have very little infrastructure, telco ISPs will win, price, deployment, speed and durability, with deep pockets to back it all up.

Bill Gates is just hedging with cable ISPs, look at the way telco ISP's have progressed so far, if 28.8 modems are viable, then the new modem is just icing on the cake.

FYI. The difference between cable and xDSL is that cable is a shared medium and xDSL is not. So even if you only get 1.5Mb/s with xDSL, you are sharing the 10Mb/s with hundreds of other users on your cable segment. So you might get better burst speed, but when things get busy your throughput will be worse.
