Wharfie, If I had to guess, it's prolly illegal to drive them over the county line, it won't do any good to give them tickets and fines, there aren't enuf jails to house them, and it costs too much to keep them in jail. This is what I'm talking about. Excuses, excuses, excuses. "Oh, it costs too much." "Oh, we don't have enough jails." "Oh, we can't relocate them across county lines."
