China can buy the ADS-B systems for their aircraft like normal people. Perhaps China's Deep State is waiting on their military to steal the blueprints for the ADS-B. China's Deep State will spare no expense to track Chinese slaves, but they've decided there's no reason to know where they are if they're dead. Even international Chinese flights won't need the ADS-B GPS box if they maintain a flight level below 29,000 feet before leaving Chinese airspace, because if Chinese citizen die over the ocean, no in The Party cares. If relatives of those on a missing flight make a fuss, China's Deep State military will shoot them in the streets.
