Not even addressing that obvious lie - rebar is like a wet noodle and the "ladder" rails would fold over.
At a minimum you'd need square tubing for the rails - the rungs could be rebar.

You'd need about 100 feet of rebar to build a 30 foot ladder. That includes the sides and rungs. These libtards sure are tards.
