That is my understanding since RDS has a British source for the dividends - I also own BTI and have had no withholding on this British stock altho there is a small fee of some sort which was $3.30 on my $433.73 most recent dividend received.

I hold RDS.B in an account at schwab. no withholding tax, no fees. Just dividends.
I see it is trading down to $50 today.
