Len, VSB was developed and patented by Zenith and AT&T. Broadcasters will have to pay Zenith a royalty for their VSB broadcasting/transmission equipment and manufacturers of DTVs, PCs and STBs will have to pay Zenith a royalty fee on EVERY box capable of encoding/decoding the VSB trasmissions.

Prior to the CES, Zenith had not set up the royalty/licensing fee structures. The FCC has allowed Zenith to set any VSB licensing fee it wants. $50 per box (similar to what MSFT charges PC manufaturer to license MSFT OS) seems like a fair price to me....
