"Do not spoil Lunar New Year with bad news" seem to be consistent with how authoritarian regimes work. These weak regimes need to show they are in control at all times. The masses are to be kept comfortable, fed and satisfied. The alert of a dangerous new disease would have spoiled the only time of the year the masses relax and visit the places they came from to toil in the urban cities.
