Janice, Sure- that's an important distinction to maintain. Any denial of rights contained in the first Ten Amendments to the Constitution (Bill of Rights) should be immediately actionable. That's what separates the USA from more brutal unitarian regimes where minorities are persecuted routinely and often tortured and executed say, such as Saudi Arabia, the Sudan, or Iran...
