I think this article is saying NSA spent $100M for two leads. Not much bang for their buck.

There is no infrastructure to sort the data of the nature we need. This is a classic problem for most sort systems.

For example; The reason, almost everyone, has complaints about our health care system is there are too many inputs (providers) and too many necessary overlaps in processing the billing, medication rebates, cross supplier incentive programs, etc. (Wife worked as buyer for local hospital). Creates delay and waste leading to patient frustration.

For the Coronavirus, you must have the participation of the subjects, and you must have a way to log the data into a system. Sounds easy doesn't it?

The powers that be are no doubt working on this, but it is more complex than is sounds, and America is a very litigious country. We have a divided population that flat out doesn't know which way is up.

There is a real lack of trust in providers of information. Too much misinformation flying around our heads and American's are having trouble sorting it out.
