Should be the mantra. There is no reason not to save a life if you can, even if it is not perfectly to your "specs".

As to out of country dogs, I don't know where you are, but the Toronto humane society gets most of its dogs from the US. The Niagara rescue gets almost all of their dogs from US and St. Lucia. It is not that they don't accept local dogs. It is that there are not that many local dogs up for grabs and so they get them from high kill shelters in the US.
