Creating a world for cockroaches, Deinococcus radiodurans and tardigrades and other hardy creatures. One could say that this is MAD. It is a policy for those that have no children and/or who believe in God and afterlife. We have lived so long under this MADness that some people still think it is a good idea, or if not a "good idea" - a reasonable exit strategy. You'd find a lot of MAGA-humpers agreeing.

I have children and don't have a God. So - consider that 50% less missiles detonated (i.e. "our part" is missing) actually destroys the enemy (and much of the remaining lifeforms) considerably more slowly and cruelly than an all out retaliatory launch - if that is our goal. The smoke and radioactive debris will circle the Earth - blocking the sky like 100 Tambora eruptions, kill off what little crops and sea life there is and fill the oceans with radioactive iodine. A Mad Max outcome would be a first class luxury vacation compared to this.

So if a President "needs that skill" and is further, willing to use it, this era is over and the enemy survivors are merely protracted victims of their own making. I'd rather go out in a blue flash from the first wave - and given the strategic value of my area, that is a given. The closer to ground-zero the better.
