Tokyo prosecutors arrested two Finance Ministry officials on Monday on suspicion of taking bribes in exchange for inside information on inspections.

It was the first time ministry officials, framers of Japan's
economic policy, were targets of a criminal investigation.

The affair threw into question the future of the Finance Minister himself, Hiroshi Mitsuzuka, long the object of criticism for his handling of Japan's stumbling economy.

The prosecutors office told reporters that Koichi Miyagawa,53, a ministry inspection section chief had been wined and dined to the tune of 2.6 million yen ($20,800) from Asahi Bank and Dai-ichi Kangyo Bank, and had bought an apartment from a Asahi Bank subsidiary far below fair market price.

His colleague Toshimi Taniuchi, 48, was also arrested on suspicion of being entertained lavishly by Sanwa Bank and Hokkaido Takushoku Bank, a spokesman for the prosecutors said.

All the banks -- all top city banks -- declined comment.

By the way Novell traded at 7 for much of the PM. It emptied the bid inventory at 7 and now all the inventory is at 6 7/8. Looks to me like it is now headed lower.
