You beat me to it. I started a response early this am, and got tied up on calls before I hit the submit button. This puts a significant cloud over RBOCs plant buildout (and may have been part of Merrill's reason for TLAB downgrade) and long distance until the issue is heard and ruled on, likely into 1999.

Any uncertainty that causes the copper plant access delays is likely positive for copper alternative WCII.
