I suppose it's like welfare reform. The government stopped counting people after they passed a certain amount of time to get off welfare. It didn't mean they were off welfare, it only meant they stopped counting them. It's also like other problems we have with math these days. You know, we subtract money from the budget for tax cuts and somehow that minus sign turns into a plus sign and we're supposed to get balanced budgets. I don't think even die hard republicans believe that lie anymore but they trained them to want debt and can't do anything fix themselves.
