The Scandinavian countries, Singapore,Switzerland, Israel, the middle eastern countries except for Iran, Vietnam, Taiwan and quite a few others that have decent medical practices all have very low death rates.
"Decent medical practices" aren't something that can be taken for granted.

Other than "the middle eastern countries," you pretty much cited all of the countries that have competent, functional governments and a citizenry that knows how to work together as a society.

(And I can't find examples of those Middle Eastern countries that have low death rates, other than those which have too few cases to be statistically significant. 99 cases in Lebanon, for example, doesn't mean a thing to me.)
