There is a requirement from a legal basis. Presidents don't invoke the National Production Act just on any day of the week. They do it for a very specific purpose. One of those purposes is to counter a foreign threat. A pathogen introduced into our population that came from China qualifies since it has become a pandemic and has the potential to do serious harm to our citizens. The President needs to marshal the massive resources necessary to counter the threat. Not sure why you don't seem to understand that. The National Production Act helps him do that.
