A mask is not a complex device. Anyone could start making them by the thousand. There's not a materials shortage.

People self isolating could be sewing them up flat out from sheets and toilet paper. Users can sterilize them every hour or day with a hot hairdryer in 20 seconds.

Meanwhile the panic will be over in days or maybe a couple of weeks because vectors of transmission have crashed so critical mass chain reactions can't continue as the ill go into isolation and hydroxychloroquine fixes them up.

China's infections went asymptotic a week or two ago with no new ones. That's how the rest will go too.
