I think this article elaborates your (Lane's) point. Good article. I had missed that one. My point, however, was much narrower. It was mostly semantic. Saying something is a reorganization, not a disbanding, is meaningless wrt reorganization as a term of art. Reorganization is the process. Disbanding is one of the potential reasons for doing a reorganization. (Some other reasons were mentioned in the article.) Just didn't want anyone to be able to get away with: " it was just a reorganization, not a disbanding" because that's just spinning apples and oranges.
