Good article. I had missed that one.

My point, however, was much narrower. It was mostly semantic. Saying something is a reorganization, not a disbanding, is meaningless wrt reorganization as a term of art. Reorganization is the process. Disbanding is one of the potential reasons for doing a reorganization. (Some other reasons were mentioned in the article.) Just didn't want anyone to be able to get away with:

" it was just a reorganization, not a disbanding"
because that's just spinning apples and oranges.

Unfortunately, when we were first learning about this new plague, the NSC was orchestrating an impeachment scam. They were too busy to be bothered by such trivial things as a pandemic. And you were on board with them.
