I'm having a difficult time conceptually the catalyst, or series of catalysts that would convince everyone "go back to business as usual, we have a handle on this".

It seems to me the virus will linger for quite some time and a vaccine is 6 months away at a minimum. They keep talking about a curve, but with testing exponentially increasing, we will likely continue collecting information that more folks have the virus for some time.

Any thoughts on what signals we need as a catalyst to go back to business as usual?

It may be that they want to save face by suppressing the idea that the state-run hospital was the source of the fatal agent.
