It doesn't pass the sniff test.
I am generally with you on this one - but when the central government realized the magnitude of the issue the PLA took over. They were capable of doing what the left likes - dictatorial control. Perfect opportunity for Xi to get rid of a lot of people he didn't like.

So what this doesn't count - is those that starved to death in sealed buildings or were eliminated by the PLA.

Has anything gotten out about opening any of the sealed buildings - like the brand new quarantine hospitals?

My thought is the draconian measure likely worked, but I would expect the death toll in Hubei itself to be in at least 6 figures...

I defer judgement. I doubt that even Stalin - or Mao - at the height of their brutality would be able to shut up a nation of 1.4 billion in this day and age, with an extremely high smartphone etc. penetration. Another reason for Xi not to try this is that it would inevitably become public over time.
